INDEPENDENT CORRUPT PRACTICES AND OTHER RELATED OFFENCES COMMISION
Welcome to ACTU.
The Corrupt Practices and Other Related Offences Commision was established by the present administration to fight corruption on a sustainable basis in accordance wityh the provision of Corrupt Practices and Other Related Offences ACT, 2000. At the initial stage of its take up, the Commission in consideration of the enormity of the task requested the Federal Government for the establishment of the Anti-Corruption and Transparency Units in every Ministry and Extra-Ministry Office, Agency and Parastatals.
The President consequently approved the setting of the units. Presently the Commission has succeeded in establishing over 170 ACTU's in Ministries and Agencies.
Standing Order for the Operations of ACTU.
These guidlines were made for the smooth operation of the ACTU's in Ministries, Departments and Agencies (MDA's).
Status of the Unit
1. The ACTU in each organisation shall operate as an autonomous outfilt with functional linkage with the office of the Cheif Executive of therespective establishments.
2. Oraganisations with operational offices across the country may, at their discretion, and shall, on the directive of the Commission, establish sub-units in such offices; provided that the sub-units shall be responsible to the main unit.
3. Units in Departments and Agencies shall report directly to the Commission and not to the Unit in their supervising Ministry, provided that Units in such Agencies shall be in regular consultation with one another and the supervising Ministry's Unit.
Powers and Functions
1. The Unit shall perform all the duties detailed in Section 6(a) (f) of the Corrupt Practices and Other Related Offences Act, 2000, except that of prosecution. It shall report all alleged/reported cases to the Commission with copies sent to the Minister or Permanent Secretary involved.
2. Cases involving Ministers and Permanent Secretaries shall be copies to the Secretary to the Government of the Federation and the Head of Civil Service of the Federation, respectively, for the information of the President of the Federal Republic of Nigeria.
General Codes of Ethics for Staff and Unit Members
Each unit shall, without prejudice to extant reulations particularly Public Service Rules and Financial Regulations, develop a code of ethics for staff of its organisations and shall ensure strict compliance and contain sanctions for breach. Such codes shall prescribe among other things.
