 3.0:  TENDER QUALIFICATIONS/REQUIREMENTS

 Prospective bidders are expected to provide following information in addition to all other requirements stated earlier:

  1. Evidence of current tax clearance certificate for at least three (3) years (2014, 2015, and 2016).
  2. Evidence of at least three (3) similar projects in the last five (5) years with verifiable Letters of awards, Valuation certificates and Job Completion certificate.
  3. Evidence of current Industrial training fund (ITF) compliance Certificate (2017).
  4. Lot 3 and 4: Construction of the prototype Building and remodelling of forensic and interrogation room – the average annual turnover shall be greater than N35million over the last 5 years.

7.0   BID OPENING AND VENUE:

Tender submission will close at 12.00 noon on Wednesday 15th November 2017. Opening of the Technical bids will follow immediately after closure at the Commission’s Auditorium at ICPC Headquarters. Late submission will be rejected.

8.0   IMPORTANT NOTICE

  1. Please note that a 1-week extension has been added to the period of tender submission.

 3.0  TENDER  QUALIFICATIONS/REQUIREMENTS

Prospective Bidders are expected to submit the following requirements:

  1. Evidence of registration with the Corporate Affairs Commission (CAC);
  2. Detailed company Profile;
  3. Valid Tax Clearance Certificate;
  4. Industrial Training Fund (ITF) Certificate of Compliance
  5. Evidence of Registration on the National Data Base  of Contractors, Consultants and Service Providers including BPP interim Registration Report;
  6. Evidence of Compliance with Pension Reform Act, 2004 by inclusion of certificate of compliance by the National Pension Commission;
  7. Letter of Financial Capability & Bank guarantee ;
  8. Company audited account report for the last 3 years;
  9. Evidence of five (5) years similar jobs previously executed  or currently being executed  with verifiable letters of contract award, job completion certificate and payments;
  10. An affidavit stating that none of the directors of the Company has ever been convicted in any court for any criminal offence including fraud and financial impropriety;
  11. An affidavit indicating that no officer of the Commission  and BPP is a former or present Director/Shareholder or has pecuniary interest in the Company

4.0  OTHER  REQUIREMENTS

  1. Verifiable evidence of technical capacity in areas of interest
  2. Verifiable evidence of possession of adequate qualified personnel with the  Curriculum Vitae and registration with relevant professional bodies such as COREN for civil works
  3. Evidence of ownership or lease of relevant equipment to execute civil works

5.0  COLLECTION OF TENDER DOCUMENTS

Tender documents are obtainable from the Commission’s Procurement Capital Unit at ICPC Headquarters, Plot 802 Constitution Avenue, Central Business Area, Abuja. Upon evidence of payment of non-refundable fee of N10,000 (Ten Thousand Naira Only) for each of the lots.

6.0    SUBMISSION OF BID DOCUMENTS

Completed  Technical and Financial  proposals for the project(s) of interest should be submitted in three (3)  copies, including  one (1) original  two (2)  copies enclosed in separate envelops marked  ‘’Technical and Financial’’ and both sealed  in the third envelop marked with the appropriate lot number  and project title ‘’ addressed to the address below;

8.0  IMPORTANT NOTICE

  1. This advertisement shall not be  construed as commitment on the part of the Commission.
  2. Certificates and any other documents submitted shall be referred to the respective issuing authority for verification and authentication. Due diligence shall be conducted to verify any claims made by bidders.
  3. Contractors are not allowed to bid for more than one lot. Violation of this may lead to disqualification.

ADDENDUM TO REQUEST FOR QUOTATIONS

The Independent Corrupt Practices and Other Related Offences Commission wish to refer to its earlier Request for Quotations placed on the Notice Board on Monday, 10th July , 2017 and to inform interested contractors and the general public that the collection and submission of proposals as they relate to items No 2: Supply, Installation and Configuration of   HP-Proliant DL360p Rack Server has been extended to 11.30am on Monday , 24th  July , 2017.

2.       The extension was as a result of additions made in the specification for the item required, to avoid ambiguity and enable suitable and interested Contractors make submission of quotations for the item required.

3.        The full specification is as indicated below:

Supply, Installation and Configuration of   HP-Proliant DL360p Rack Server with the following additional requirements:

  1. OS- Microsoft Windows Server 2012 R2
  2. Obtaining of Microsoft  Exchange Server License that can accommodate 524 e-mail addresses.
  3. Six Slots of hard disc (300gb each)- processor: Intel Quad-core, Intel Zeon E5-2609 2.40GH RAM- 8GB DDR3 1333MHz SD RAM and
  4. Training of at least four Staff of the Commission on how to configure Exchange Server on the Computer through outlook.

Modification of quotation is allowed for Contractors that had submitted their proposals.     All other information on the Request for Quotations   of  Monday, 10th July , 2017, remain valid.

4.            The proposals received will be opened immediately after the closure of submission at 11.30am on Monday , 24th  July , 2017.

Pension Transitional Arrangement Directorate warns the general public to beware of  Pension scammers requesting for money to process pension complaints and entitlements. Click here to view full details  

 

This is to notify the general public that ICPC has discovered various fraudulent acts being perpetrated by some investment fund managers that have led to huge financial losses by investors.

While conducting investigations into petitions received on the activities of some fund administrators, ICPC discovered that some of them float unregistered schemes; pledge unrealistic returns on investments to lure investors; and mismanage investors’ funds.

Others breach agreement duly entered into with investors at the expiration of tenure, and also frequently lack proper records and documentation.

As a result, the general public is by this notice advised to conduct proper checks on any funds manager at the relevant government agencies to ascertain its genuineness and financial standing before funds are invested with it.

CAPACITY BUILDING TO ENGAGE IN BUDGET PROCESSES AT GRASSROOTS LEVEL

Independent Corrupt Practices and Other Related Offences Commission (ICPC), with support from the United Nations Development Programme (UNDP), invites civil society organizations registered in the National Anti-Corruption Coalition (NACC) to apply to conduct a training of the grassroots on budget processes & budget advocacy in any of the following states: Enugu, Osun, Akwa-Ibom, Kaduna, Bauchi and Benue States. The objectives of the training is to empower grassroots people to get involved in budget processes at the local government through making input in the various levels of budgeting: planning, implementation and monitoring.

The CSOs are to apply in any of the states in their geopolitical zone. The CSO should be prepared to work with other CSOs in the NACC in the zone.

Expected Content of Proposal:

The proposal (a maximum of 4 pages excluding attachments) is expected to contain the following elements:

  • A profile of the organization showing basic qualifications and experience
  • A clear statement of objectives, activities to be carried out, target audience to be trained, number to be trained, resource persons, training tools, logistics arrangement, expected results.
  • A Work plan with a 4 week timeline for the mobilization and training at the senatorial zones of the state that demonstrates basic congruence among project objectives, activities, results
  • A functional budget requested
  • A Monitoring and Evaluation (M&E) plan
  • Follow-up activities within a 6 week timeline
  • A list of at least 2 CSOs in the NACC with whom they intend to partner to achieve results.

Selection will be based on clarity of proposal with evidence of experience with small grants. Evidence of similar training should be attached where available.

NATIONAL ANTI-CORRUPTION VOLUNTEER CORP (NAVC)

The ICPC wishes to remind the general public that following the recent rebranding of the NAVC, all structures in all States of the country had been dissolved. All applicants including former members and officials are to fill new enrolment forms for consideration.

Meanwhile, enrolment of citizens into the corps is ongoing, interested persons can download the enrolment form together with the referees form through the link (join NAVC) at the bottom of this page.The enrolment form is FREE. Please report any person selling the form to the nearest ICPC Office.

New officials for Local Government and State Offices will be elected in conformity with the new operational guidelines after the vetting of prospective members.  Other Training manuals can also be downloaded from the website.

Prospective volunteers should note that the NAVC will NEVER evolve into Law Enforcement Agency as being peddled by some persons out to exploit citizens.

Uniforms:

In view of the abuse of uniforms, it should be noted that no uniforms will be used by the re-branded NAVC.  Accordingly, the use of the old uniforms, T-Shirts etc is hereby prohibited.
